Removed "Hours" as a log type -- consolidated with minutes

For those who do not have an active program with hours, that log type has been removed from all sites. We found having both hours and minutes as options caused confusion, and generally most libraries wanted to allow patrons to log in increments of minutes. Although patrons log with minutes, they may still see and be awarded badges for having read a total number of hours.
