Update to look and feel of the admin view + Site Options

You will notice that we made a refresh to our admin view. Notably, the top navigation is now removed, and all navigation is on the left sidebar. 

Also, the section "Site Options" was added so that you may now determine things like if your site is available for new signups, whether reviews should be visible on your homepage, and whether people should be able to log their reading on the site.
